This paper examines the need for data governance in integrated data governance frameworks for Digital Public Infrastructure (DPI) initiatives. How data is governed is a key determinant of whether DPIs can deliver on their promise of fostering innovation, local public and private value creation, a digitally empowered citizenry, and sustainable development through digital transformation. Data governance frameworks should provide for essential digital and data rights and equitable and beneficial data access and protection for all. The paper analyses existing data governance approaches and responds to the need for guidance on an integrated DPI data governance approach to data rights protection and equitable and beneficial data access for all. The paper recommends progressive data regulation and data governance capability. Public-private partnership innovation and governance models of DPI initiatives should mitigate risks of market concentration and the resultant effects of data extractivism or privatisation of public data. Actionable recommendations for the G20 emphasise the significance of the G20 in ensuring adequate data protection and safeguards and shaping more equitable and inclusive data-driven outcomes in DPI governance approaches.
