Prepared in the lead-up to the 2025 Annual Policy Dialogue, this paper examines how to increase the volume and effectiveness of development finance. It offers proposals to reform multilateral development banks (MDBs), strengthen the global financial safety net, and improve representation of low- and middle-income countries.
