Club de Madrid Contributions to T20 South Africa

Club de Madrid’s Annual Policy Dialogue, held in April 2025 in Kenya, brought together former democratic Presidents and Prime Ministers alongside international experts from the private sector and civil society. This assembly fostered the exchange of experiences and formulated actionable policy recommendations to strengthen democracy globally.

The resulting publications from this event are valuable resources, informing both South Africa’s G20 presidency and the Fourth International Conference on Financing for Development.

Concluding Document – 2025 Annual Policy Dialogue on Financing for Sustainable Development

This is the main outcome document of the 2025 Annual Policy Dialogue. It brings together 20 policy recommendations on global financial reform, including proposals on debt, tax, climate financing, and governance, informed by exchanges with global experts and Members of Club de Madrid.

Policy Paper on Scaling Up Funding and Reforming Financial Institutions

Prepared in the lead-up to the 2025 Annual Policy Dialogue, this paper examines how to increase the volume and effectiveness of development finance. It offers proposals to reform multilateral development banks (MDBs), strengthen the global financial safety net, and improve representation of low- and middle-income countries.

Policy Paper on Global Debt

Developed as part of the preparatory process for the 2025 Annual Policy Dialogue, this paper proposes systemic reforms to sovereign debt governance. It puts forward solutions to improve debt restructuring mechanisms, prevent unsustainable debt accumulation, and support national development planning.

Policy Paper on International Tax Cooperation

This paper, also prepared in advance of the 2025 Annual Policy Dialogue, focuses on international tax justice. It advocates for a fairer and more inclusive global tax system, including through support for a UN Tax Convention, minimum tax standards, and strengthened capacity for domestic resource mobilisation.
